The House of Representatives has reiterated its determination to see that the Federal Roads Maintenance Agency (FERMA) Act of 2007’s 5% user fee on petroleum products and diesel is fully implemented.
In order to meet Nigeria’s urgent demands for road development, the House emphasized that the 10th Assembly will continue to prioritize executing the provision.
At a technical meeting organized by the ad-hoc committee looking into the collection and remittance of a five percent user charge, Francis Waive, the committee’s chairman, explained that the purpose of the user charge is to ensure sustainable road maintenance across the country for the benefit of all Nigerians, including the petroleum industry, rather than raising the price of petroleum products at the pump.
Representatives from FERMA, the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA), the Independent Petroleum Marketers Association of Nigeria (IPMAN), the Petroleum Products Retail Outlets Owners Association of Nigeria (PETROAN), the Federal Inland Revenue Service (FIRS), and other important stakeholders were among the two subcommittees that the committee announced were formed in order to expedite the process.
Waive emphasized that actionable outcomes are essential for both the welfare of Nigerian road users and the country’s development, and he tasked the subcommittee members with submitting actual, useful recommendations that go beyond paperwork.

According to a release, the subcommittees’ inauguration is set for Tuesday, July 8, 2025.
“With the ultimate goal of restoring and maintaining roads throughout the nation, the House of Representatives is steadfast in its efforts to ensure transparency and accountability in the collection and use of the five percent user charge,” Waive stated.
Along with other pertinent stakeholders from the road and petroleum industries, the Federal Roads Maintenance Agency’s (FERMA) management team attended the conference.
