The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has charged a former governor of Kaduna State, Nasir el-Rufai, and six others to an 11-count amended charge of alleged corruption, money laundering and related offences.
Other defendants include Jimi Lawal, a former aide to el-Rufai; Singularity Network Security Limited; Solar Life Nigeria Limited; Knowledge Investment Nigeria Limited; Intercellular Nigeria Limited and Noble Coast Resources Limited.
The defendants were charged before Justice Hauwa’u Buhari of the Federal High Court, Kaduna.
The amended charge read: “That the defendant el-Rufai “unlawfully approved the award of a contract for the procurement, survey planning, final design and installation of a Closed-Circuit Television surveillance system in Kaduna Metropolis in the reviewed sum of ₦8,682,574,054.94 to Singularity Network Security Limited.”
The commission said the contract was awarded to a company that it said lacked the necessary experience and qualifications in violation of public procurement laws.
El-Rufai and Lawal entered not guilty pleas to the charges.
The anti-corruption agency also alleged that the defendants knowingly received or took possession of funds amounting to over ₦2 billion in various transactions with Singularity Network Security Limited, Solar Life Nigeria Limited, Knowledge Investment Nigeria Limited, Intercellular Nigeria Limited and Noble Coast Resources Limited between 2017 and 2022.
One of the counts also mentioned Bashir el-Rufai, who is said to be an elder brother of the former governor and is at large, according to a statement published on the ICPC website.
The matter was adjourned to the 1st of July, 2026 for ruling on the bail application. El-Rufai was the governor of Kaduna State from 2015 to 2023.
Lawal served as Senior Adviser to the former governor and was a counsellor at Kaduna Economic Development Council between 2019 and 2023. He was also special adviser to el-Rufai in his first term.
OTHER CASES.
El-Rufai is facing a number of charges in different courts filed against him by the ICPC and the Department of State Services (DSS).
The ICPC earlier arraigned him before the Federal High Court, Kaduna and the Kaduna State High Court on separate charges bordering on alleged corruption and money laundering.
The DSS is prosecuting him on five counts of alleged unlawful interception of telephone conversations involving the National Security Adviser, Nuhu Ribadu.
Justice Rilwani Aikawa of the Federal High Court, Kaduna, granted him bail in the sum of ₦200 million.
His bail application was dismissed by Justice Darius Khobo of the Kaduna State High Court.
Justice Joyce Abdulmalik of the Federal High Court Abuja granted him bail in the sum of ₦100 million with one surety in like sum.
