The Republic of the Philippines and the Federal Government of Nigeria have committed to deepening their bilateral relations on a number of issues, including migration and labor.
Following a high-level meeting in Abuja on Wednesday, Ambassador Yusuf Maitama Tuggar, the Minister of Foreign Affairs, welcomed the Philippine team, which was led by Hon. Hans Leo J. Cacdac, the Secretary of Migrant Workers.
Amb. Tuggar thanked both nations for their long-standing friendship, stating that it dates back to Nigeria’s independence, in his opening remarks.
According to the Minister, Filipino experts have made significant contributions to Nigeria over the years, especially in the fields of education, aviation, and maritime.
“My generation of Nigerians, particularly in STEM sectors, were taught by Filipino educators. These connections foster the development of cross-cultural understanding, according to Tuggar.
Under President Bola Tinubu’s foreign policy agenda, which is based on democracy, demography, development, and diaspora, he claims Nigeria is eager to absorb the Philippines’ internationally acclaimed method of managing foreign workers.
He stated, “We want to make sure that our own diaspora workers are empowered and protected, just like the Philippines is, with respect, dignity, and full government support.”
Nigeria’s Technical Aid Corps (TAC) program, which was founded in 1987 and sends qualified Nigerian professionals to ACP (African, Caribbean, and Pacific) nations, the Minister added.
In addition to seeking wider international cooperation, Amb. Tuggar disclosed ambitions to transform the effort into a profitable business.
President Ferdinand Marcos Jr.’s directive to strengthen labor ties with partner nations that employ Overseas Filipino Workers (OFWs), such as Nigeria, was communicated by Cacdac in his response.
Cacdac stated, “We are pleased to see that Nigeria has been a safe and welcoming place for some of our nationals, who we met here.” “Our goal is to reinforce that goodwill and guarantee more robust coordination and security measures.”
High-ranking representatives from the Philippines were on the delegation, including Giant Mendez, Director for Anti-Illegal Recruitment and Human Trafficking; Assistant Secretary for Pre-Employment Concerns; and Deputy Minister for International Cooperation, John Al Rasul.
The personnel of the Philippine Embassy in Abuja was with them.
In areas like labor systems development, anti-trafficking initiatives, and migration governance, Cacdac underlined the value of both countries learning from one another. Additionally, he publicly asked that a labor office be established within the Philippine Embassy in Abuja in order to better service the requirements of Filipino workers in Nigeria and improve communication with local authorities.
“We want to use institutional cooperation to further promote people-to-people ties. This involves exchanging information about work practices and creating safer migratory routes for our people,” Cacdac said.
Following a private meeting, Secretary Cacdac gave a news conference in which he thanked the Nigerian government for hosting him and for encouraging closer ties between the two countries.

As a “safe haven” for overseas Filipino workers (OFWs), Cacdac highlighted the Philippines’ interest in bolstering the protection of Filipino migrant workers in Nigeria.
He also disclosed that the Philippines is looking into the idea of setting up an Abuja office for migrant workers.
“This will enable us to provide targeted programs and services to our people here and their families back home more effectively,” he continued.
In addition, Cacdac mentioned that his delegation would meet with Nigeria’s Ministry of Labor today to discuss bilateral labor agreements, capacity building, and information sharing about labor laws and safeguards.
Secretary Cacdac emphasized the value of sharing information across nations in order to expedite processes and enhance comprehension of their own systems.
In particular, our president has ordered that we streamline domestic bureaucratic procedures for international workers.

“We want to send our employees overseas with respect and safety.” In addition to the roughly nine outstanding agreements we are working to finalize with the Philippines, Secretary Cacdac has suggested a tenth that would explicitly address labor, Tuggar stated.
