The ongoing conflict between Dangote Refinery and some parties involved in the Nigerian oil business has been addressed by the House of Representatives.
At a press briefing in Lagos following a three-day retreat over the weekend, Ikenga Imo Ugochinyere, the chairman of the House Committee on Petroleum Resources (Downstream), expressed the lawmakers’ concern about the ongoing conflict between Dangote Petroleum Refinery and the oil unions, including the Petroleum and Natural Gas Senior Staff Association of Nigeria (PENGASSAN) and the Nigeria Union of Petroleum and Natural Gas Workers (NUPENG).

There have reportedly been a number of disputes amongst the parties involved around worker terminations and unionization.

But according to Ugochinyere, the House of Representatives Committee has heard input from all parties and is trying to find a practical solution.

The parliamentarians will make sure they are led by what is beneficial for the country, he emphasized, and the disputes must not be let to interfere with oil services.

The senator from Imo cautioned that it could deter foreign investors from investing in the country’s oil industry.

Many responses from many parties involved in this dispute have been received, and we will follow the interests of the country. Ultimately, our prayers for a working refinery in Nigeria have been answered.

The ongoing conflict between Dangote, the oil marketers, and the tanker drivers has been investigated by us. Inadequate handling of these problems could cause the downstream industry to become unstable.

As we attempt to strike a balance between trade and other competitive interests, we must also be careful not to give the impression that other investors, who are prepared to invest millions of dollars in the industry, won’t feel secure about the security of their money, he stated.

According to Ugochinyere, the committee has also started looking at the refinery improvement and the Nigeria National Petroleum Company Limited’s (NNPCL) purchase of OVH Energy Marketing’s downstream assets.

“The probe is not the same as the last one. Therefore, the House has directed the Downstream Committee to conduct a new inquiry, with the explicit goal of determining the actual events that took place during the OVH acquisition process.

This entails looking into the money paid, the specifics of the purchase contract, the assets involved, and the circumstances behind the alleged formation of a new business by former OVH managers that subsequently purchased OVH itself.

He stated, “It is shocking to learn that those same individuals are also accused of taking on leadership positions within NNPC Retail, which raises serious concerns about the integrity and transparency of the entire transaction.”
