The Academic Staff Union of Universities (ASUU) members taking part in the current nationwide strike are to be immediately subject to the Federal Government’s directive for vice-chancellors of federal universities to apply the “no work, no pay” policy.
According to reports, Dr. Tunji Alausa, the Minister of Education, signed a circular containing the directive on October 13, 2025.
Copies of the document were sent to the Permanent Secretary of Education, the Head of the Federation’s Civil Service, the Director-General of the Budget Office, the Accountant-General of the Federation, the Executive Secretary of the National Universities Commission (NUC), and the Pro-Chancellors of federal universities.
The circular stated that the ministry was unhappy with news of ASUU’s ongoing industrial action in spite of repeated requests for communication.
The circular said that the Federal Government, in accordance with the requirements of the Federation’s labor laws, “reaffirms its position on the enforcement of the ‘No Work, No Pay’ policy in respect of any employee who fails to discharge his or her official duties during the period of strike action.”
Vice-chancellors were instructed by the minister to physically count and roll call all academic staff members and to produce a thorough report that identified those who were absent or taking part in the strike, as well as those who were present and working.
Additionally, during the strike, he mandated that employees who do not execute their tasks be paid.
Members of the National Association of Medical and Dental Academics (NAMDA) and the Congress of University Academics (CONUA), who are not participating in the strike, will not be subject to the policy, Alausa explained.
The minister gave the NUC seven days to keep an eye on compliance and provide the ministry with a comprehensive report.
In the interest of the country, Alausa urged university presidents to handle this issue with the highest seriousness and a strong sense of duty.
ASUU said on Sunday that a complete and comprehensive warning strike would start on Monday, October 13.
Among the union’s demands are the completion of the 2009 FGN-ASUU renegotiated agreement, the release of three-and-a-half months’ worth of withheld salaries, sustainable funding and public university revitalization, and an end to what it called the victimization of lecturers at FUTO, LASU, and Prince Abubakar Audu University.
Payment of over four years’ promotion arrears, unpaid 25–35% wage arrears, and the release of delayed third-party payments like cooperative contributions and union check-off dues are among the other demands.
