According to the Nigeria Civil Aviation Authority (NCAA), it handled passenger compensation and refunds totaling more than N1 billion in 2025, which is the greatest amount of reimbursements in the organization’s history.
In an interview, Mr. Michael Achimugu, the NCAA’s Director of Public Relations and Consumer Protection, revealed this, pointing out that the move is indicative of better regulatory enforcement and enhanced consumer protection.
Achimugu claims that domestic airlines paid passengers more than N1 billion in reimbursements between May and July 2025 alone, without the NCAA’s direct engagement. He characterizes this as a major change in the way the sector operates.
He claimed that greater refunds, compensation payments, hotel accommodations, and other passenger entitlements that were previously unknown to many air travelers have resulted from tighter enforcement of Part 19 of the NCAA Regulations, which has changed the passenger experience and airline compliance.
“This year, we’ve been far more successful than ever at enforcing Part 19 of the NCAA laws. Consequently, we have received the greatest number of compensation and refunds,” he stated.
Achimugu noted that the authority now offers round-the-clock assistance and credited the advancement to increased accessibility for travelers and better stakeholder involvement.
“Travelers are aware that there is always someone who will listen to them. “Even if problems are not entirely resolved, it won’t be because no one paid attention,” he stated, adding that the strategy has contributed to the restoration of confidence in the aviation industry.
He emphasized that adherence to laws is no longer optional and said that airlines had also adapted to what he called “new terrain.”
It’s not business as usual anymore. Nowadays, airlines typically comply on their own without the need for escalation, he said.
However, Achimugu noted that many travelers prioritize their rights over their responsibilities and voiced concern about the increasing problem of disruptive passengers and public pressure.
He claimed that most travelers are preoccupied with their rights rather than their obligations.
He clarified that the NCAA is frequently at odds with public opinion, which occasionally condones misconduct because of emotional factors, when it comes to implementing rules prohibiting such behavior.
