The official resolution directing Governor Siminalayi Fubara to present the 2025 Appropriations Bill within 48 hours has not been received by the Rivers State House of Assembly, despite the state government’s statements to the contrary.
According to reports, the disagreement began when the House passed a resolution on Monday requiring the governor to submit the budget for legislative review within the allotted time.
The Speaker’s Principal Secretary stated that the letter had already been sent on March 3, 2025, using FedEx delivery service in an interview with Channels Television.
But when the courier reached the Rivers Government House, the secretary claimed that security guards inside got a call telling them to return the document to the sender rather than accept or receive it.
None of the letters were received by the state government.
In response, the state government insisted that it had not heard anything about the resolution from the Assembly.

According to a letter written by Tammy Danagogo, the Secretary to the State Government (SSG), “We have not yet received the aforementioned letter as of the close of business on Tuesday, March 4, 2025.” The aforementioned letter has not reached the Office of the Governor, the Office of the Deputy Governor, or the Office of the State’s Accountant-General.
The deadlock exacerbates the political problem in Rivers State since the Assembly, which is primarily in agreement with former Governor Nyesom Wike, keeps issuing orders that the government led by Fubara seems unwilling to follow.
