The Canadian government on Thursday announced plans to reduce the intake of international students by 10% in 2025, capping study permits at 437,000, down from this year’s target of 485,000.

This move is part of a broader effort to strengthen temporary residence programs and address the country’s changing landscape, according to Immigration Minister Marc Miller.

“The reality is that not everyone who wants to come to Canada will be able to—just like not everyone who wants to stay in Canada will be able to,” Miller stated. The decision aims to alleviate pressures on housing, healthcare, and transportation infrastructure, which have been partly attributed to the influx of newcomers.

However, this decision may not sit well with stakeholders, particularly Canadian higher education institutions. Universities Canada predicts a 45% drop in international students arriving for the new term.

The ruling Liberal Party’s electoral fortunes are also a driving factor, as they face a decline in popularity after losing two federal by-elections in strongholds Toronto and Montreal. The Conservative Party, led by Pierre Poilievre, has vowed to scale back immigration if formed.

A recent Angus Reid Institute poll revealed that 48% of respondents believe closing Canada’s borders to immigrants would be beneficial. This shift in public opinion underscores the government’s challenge in balancing economic growth with addressing rising concerns about immigration.
