Rich Abuja citizens have been singled out by Federal Capital Territory (FCT) Minister Nyesom Wike as the largest barrier to voluntary tax compliance, which is vital for providing basic amenities throughout the city.
On June 20, 2025, Wike said this while the Collector Road CN2 (Zakari A. Kyari Street) was formally put into service. The road connects Katampe District to Ahmadu Bello Way in Mabushi. President Bola Tinubu officially opened it as part of his second-year celebrations.
These “big men” frequently refuse to pay taxes and ground rents in Abuja, but they voluntarily pay their taxes elsewhere in locations like the US and London, according to Wike. “The CN2 and connecting roads were made possible by responsible residents’ taxes and ground rents,” he said.
The infrastructure will not be provided by anyone if you do not pay. To finance these initiatives, the city depends on taxes, Wike underlined.
For development to be funded, FCT needs more revenue.
Only 1% of the Federal Government’s monthly allotment goes to Abuja, according to Wike, which is insufficient to pay salaries—which are now over ₦13 billion because of minimum wage adjustments—let alone finance infrastructure projects.
“People claim Abuja is wealthy. Just how wealthy is it? He stated, “We can hardly pay salaries if we only rely on federal allocation.”
In order to promote compliance, he called on the people of the Federal Capital Territory to view paying taxes as a civic obligation and threatened to publish the identities of anyone who did not comply in the near future.
Infrastructure Is President Tinubu and Wike’s Top Priority
In October 2024, the CN2 road project was flagged off and managed by CGC. Other Katampe District connecting roads are single carriageways, while this one has two carriageways.

The Federal Capital Development Authority (FCDA) Acting Executive Secretary Richard Dauda stated that the road was constructed to allow for additional development in the district.
The Judges Quarters in Katampe and the N5 Road (Obafemi Awolowo Way), which will soon be put into service and connect Life Camp to Ring Road III, were among the other ongoing projects that Wike inspected at the inauguration.
In order to continue providing the infrastructure that inhabitants want, Wike continued, “we need residents to pay their taxes.”
