Regarding the prohibition on 200ml PET bottle products and sachet alcohol, the Federal Government has directed NAFDAC, the National Agency for Food and Drug Administration and Control, to immediately cease all enforcement efforts.
The decision was issued due to serious concerns about economic stability and possible security risks, according to a joint intervention by the offices of the National Security Adviser (ONS) and the Secretary to the Government of the Federation (OSGF).
The statement cautioned that if the National Alcohol Policy is not completely implemented, further enforcement may “destabilize communities, worsen unemployment, and trigger avoidable security challenges.”
The government clarified that although the Federal Ministry of Health, acting under President Bola Tinubu’s direction, has signed the National Alcohol Policy, NAFDAC must not seal factories or warehouses until the policy is fully operationalized, according to a statement signed by Terrence Kuanum, Special Adviser on Public Affairs to the SGF.
Without a unified framework, the products are currently “de facto banned,” which is causing serious difficulties, the statement underlined.
Given the effects on jobs, supply chains, and unofficial distribution networks nationwide, the statement cautioned that the ongoing warehouse closures and de facto prohibition of sachet alcohol products are already causing economic disruptions and posing an increasing security risk.
A letter from the House of Representatives Committee on Food and Drugs Administration and Control, dated November 13, 2025, also had an impact on the decision, the statement disclosed.
Uchenna Harris Okonkwo, the Deputy Chairman, signed the letter, which cited previous National Assembly resolutions warning against the proposed prohibition.
Before a final decision is made, legislative, public health, and economic aspects must be reviewed, the statement said, reaffirming a previous moratorium given in December 2025.
As a result, the statement stressed, “all actions, decisions, or enforcement measures relating to the ongoing ban on sachet alcohol are to be suspended pending the full implementation of the National Alcohol Policy, final consultations, and the issuance of a final directive.”
