By legally banning the projected Independent Hisbah Fisabilillahi, an organization purportedly founded by a previous state governor, the Kano State Government has taken definitive action against the establishment of any parallel religious police force.
According to reports, Governor Abba Yusuf issued an Executive Order on Friday night that immediately prohibits the establishment, hiring, and functioning of any Hisbah organization that is not part of the official government body.
Governor Yusuf signed the order to maintain public order and the legal mandate of the current Kano State Hisbah Board, according to the Commissioner for Information and Internal Affairs, who made the announcement at a press briefing in Kano.
The government was concerned that some people and organizations were allegedly recruiting and organizing others to join the unapproved group, which officials said was illegal and could jeopardize the security framework of the state.
The “Kano State Government (Prohibition of the Independent Hisbah Fisabilillahi) Order 2025” Executive Order categorically ruled that the proposed group was unlawful.
The decree specifies that “it shall not be lawful for any person or group to recruit, assemble, mobilize, train, or deploy persons for the purpose of operating a parallel Hisbah or similar enforcement outfit,” stressing that any action taken in support of such an organization is “unlawful, illegal, and void.”
All security services, including the Nigeria Police, DSS, and NSCDC, have been instructed by the Kano State Government to look into the sponsors and organizers of the banned group right now.
In addition, the authorities must stop any recruitment or mobilization that is currently underway and take legal action to stop any violations of the peace.
The Independent Hisbah Fisabilillahi would violate state regulations, so the authorities cautioned the people against joining, endorsing, or affiliating with them.
According to the ruling, offenders will be prosecuted under current legislation for violations like creating unauthorized enforcement organizations, impersonating lawful authorities, and unlawful assembly.
The Executive Order is set to be gazetted immediately and went into force right away.
