Lawmakers are attempting to change the Electoral Act to make the Permanent Voter Card optional during elections.

The Electoral Act (Amendment) Bill 2025, which would make the use of PVC for voting optional, was presented by the Senate and House Committees on Electoral Matters during a joint hearing on Monday.

The proposal to amend Sections 18 and 47 of the 2022 Electoral Act said, “The Bimodal Voter Accreditation System (BVAS) does not recognize the microchip in the PVC, so the use of the Permanent Voter Card (PVC) will not be mandatory.” “Anytime they need to, any registered voter will be able to download and print their voter card. The proposed amendment also suggests that qualified voters will be able to vote using birth certificates, national passports, and national identification numbers, among other alternative forms of identification.

“The National Identification Number (NIN), a Nigerian birth certificate, or a Nigerian passport have been the only acceptable forms of identification for voter registration,” the plan stated.

Before the handover date of May 29, 2027, the proposed amendment also aims to require that all election-related lawsuits be concluded.

“The aforementioned clauses are intended to guarantee that all legal proceedings are completed prior to swearing in,” the proposed amendment said.
