The Court of Appeal’s President, Hon. Justice Monica Bolna’an Dongban-Mensem, has received commendation from Ogun State Governor Prince Dapo Abiodun for authorizing the creation of the Court of Appeal’s Abeokuta Division.
He characterized the action as a significant step that will enhance access to justice and foster the state’s economic development.
Speaking at the State Treasury Board Meeting for the 2025–2028 Medium-Term Expenditure Framework (MTEF) and the 2026 Budget Session at the Oba’s Complex, Oke-Mosan, Abeokuta, the governor declared that the approval was a historic ruling that would improve Ogun’s business environment and fortify the legal system.
“I would like to convey my profound gratitude to Justice Monica Dongban-Mensem for this innovative and practical ruling,” Abiodun stated.
“She acknowledges the strategic significance of our state in Nigeria’s judicial and economic landscape by approving the Abeokuta Division of the Court of Appeal.”
He pointed out that Ogun State’s difficulties, particularly its increasing judicial burden, were clearly understood by the President of the Court of Appeal.
The governor continued, “Her leadership has revitalized the appellate system and a stronger commitment to justice, fairness, and accessibility.”
Abiodun clarified that prior to the establishment of the new division, the state government had fulfilled all the conditions stipulated by the Court of Appeal.
He claimed that because the institution will benefit the state’s economy and the justice system, his administration guaranteed infrastructural preparedness and offered land.
“Our people will have access to justice thanks to the new court.” Additionally, it will increase investor confidence and foster economic expansion. This is an important facilitator of business activity and a key component of our Ease of Doing Business Index.
The governor said that the establishment of a division in Abeokuta is essential because Ogun State accounts for approximately 75% of the appeal cases that the Ibadan Division handles.
He stated, “Having our own division means business and commercial disputes can now be resolved faster, giving investors more confidence to invest in our state.”
According to Abiodun, the location of the new Court of Appeal facility has already been obtained next to the Judiciary facility on Kobape Road in Abeokuta, and work will start right away.
“We don’t have to wait for federal money. The project will be funded by our administration, and reimbursement will be sought thereafter. Before my tenure ends, the court will be finished and completely functional.
The governor called the decision to create the new division a significant step forward for both governance and the courts.
He claimed that it demonstrates Justice Dongban-Mensem’s vision and equity, as she has demonstrated a strong dedication to the effective administration of justice throughout the nation.
“The new division will make judicial services more accessible to our people, ensure timely resolution of appeals, and decongest the Ibadan Division,” he said.
Abiodun also praised the Ogun State Judiciary for its professionalism and cooperation, characterizing it as the final hope of the average person and an essential ally in the advancement of the state.
The success of his administration, he continued, has been largely attributed to the robust collaboration between the judicial and executive branches of government.
The governor stated, “The creation of the Abeokuta Division of the Court of Appeal is about governance, equity, and development, not just about delivering justice.”
“It represents cooperation between the federal judiciary and the Ogun State Government and is a legacy project.”
Governor Abiodun came to the conclusion that the new division will transform Ogun State’s legal system, cut down on appeal case delays, and make justice “swifter, fairer, and more accessible,” all while boosting public trust in the rule of law and government.
