After the first-tier written exam for candidates seeking the highest leadership positions in the Service was successfully completed, the Office of the Head of the Civil Service of the Federation (OHCSF) reaffirmed the Federal Government’s steadfast commitment to meritocracy, transparency, and fairness in the appointment of Permanent Secretaries.
73 candidates were accredited. But three applicants weren’t there. Fifty-three out of the seventy individuals that took the test made it to the next round of competition.
Mrs. Eno Olotu, the Director of Information and Public Relations, said in a statement on Tuesday that this impressive performance demonstrates the breadth of talent in the Service and reaffirms the government’s commitment to elevating only the most capable, qualified, and forward-thinking people to leadership roles in the Federal Civil Service.
On Wednesday, September 17, 2025, the Information and Communication Technology (ICT) competency test will be the next step in the process. This stage is intended to assess candidates’ digital competencies, which are a crucial prerequisite for successful leadership in the modern, technologically advanced governance environment.

Mrs. Didi Esther Walson-Jack, OON, mni, the Head of the Federation’s Civil Service, spoke about the development and stressed that the selection process is still competitive, credible, and reform-driven, in line with the Federal Government’s goal of having a public service that is professional, accountable, and prepared for the future.
The fact that 53 applicants have advanced to the next round of this demanding process is indicative of our conscious efforts to maintain the highest standards of public service leadership. Only those with shown ability, moral character, and vision will be chosen to hold the highest positions in the Federal Civil Service,” she said.
The OHCSF assures Nigerians that the entire process is still guided by the values of integrity and fairness, which are consistent with the Federal Government’s larger objective for governance and change.
