Citing inconsistencies with existing federal laws and regulations, President Bola Tinubu has declined to sign the National Assembly Library Trust Fund (Establishment) Amendment Bill, 2025.
In a letter to the Speaker of the House of Representatives, which the Speaker read on Tuesday, Tinubu stated that although he acknowledged the noble intentions of the proposed legislation, many of its provisions conflicted with the federal government’s long-standing laws and policies.
The President pointed out that the measure contained provisions pertaining to age and years of service, public service compensation, national entity taxation, and funding mechanisms for National Assembly agencies that could create a dangerous and unsustainable precedent.
Tinubu said, “Despite the legislation’s admirable goals, some of its provisions conflict with the federal government of Nigeria’s established laws and policies regarding the funding of agencies under the National Assembly, taxation of national entities, public service compensation, age and years of service, among other issues.”
The Nigerian leader issued a warning that enacting the measure in its current form would be detrimental to the public interest in addition to being in conflict with current governance structures.

“These provisions will set an unsustainable precedent against the public interest if this bill becomes law,” the president continued.
President Tinubu thus formally informed the House that he would not grant presidential sanction for the proposal and urged MPs to reevaluate and take into account the issues raised.
The letter stated, “I hope the House of Representatives will take the necessary steps to fix the discovered issues with the legislation.”
According to a study, the National Assembly Library Trust Fund Amendment Bill, 2025, is one of several bills intended to improve the parliamentary library system’s funding and operations.
