Retired Heads of Service and Permanent Secretaries in the South-West have called for constitutional reforms that would empower the regions, saying it was the only lasting solution to Nigeria’s security and developmental challenges.
The position was contained in resolutions reached at the 11th Quarterly Meeting of the Association of Retired Heads of Service and Permanent Secretaries, South-West Nigeria (ARHOSPS-SWN), held on Thursday in Ibadan.
The Chairman of Oyo State chapter of the association, Adebisi Adesola, said Nigeria’s former regional system encouraged healthy competition, economic growth and good governance while the current over-centralised structure has weakened states’ ability to tackle insecurity and development.
The country’s political structure was blamed for the increasing insecurity, including the recent kidnapping of teachers and pupils in Oyo State. He said stronger regional governments would improve security coordination, accelerate economic development and bring governance closer to the people.
Demola Badejo, Regional President of ARHOSPS-SWN, who also spoke, called on governments to tap into the experience of retired senior civil servants. The association had drawn up a seven-point agenda that focused on policy advocacy, strategic partnerships, leadership development and collaboration with governments.
Oyo State Governor, Seyi Makinde, represented by Deputy Governor Bayo Lawal at the event, commended the association for its continued contribution to governance.
Makinde said the 268-page proposal on South-West economic development submitted by the association in 2025 was gaining attention of governments across the region.
The governor also enumerated achievements made under his administration’s Roadmap for Accelerated Development such as investments in education, health, agriculture, transportation and infrastructure. He said that monthly gratuity payments had increased from N1 billion to N3 billion and revealed that land had been allocated for a permanent secretariat for retired Heads of Service and Permanent Secretaries in Oyo State.
DELIVERING goodwill message, the Head of Service, Oyo State, Adenike Fasina, stated that retired public servants are custodians of institutional knowledge and their expertise is still valuable to governance.
Kamoru Aderibigbe, the Chairman of the Oyo State Civil Service Commission, also stressed the need to engage experienced public servants in nation-building.
Retired Heads of Service, Permanent Secretaries and government officials from Oyo, Lagos, Ogun, Ondo, Osun and Ekiti States attended the meeting to deliberate on governance, public service reforms and the future of Nigeria’s federal structure.
