A bill under considered by the Nigerian Senate would move future presidential inauguration ceremonies from Eagle Square to the National Assembly Complex and require an annual presidential address on June 12 to commemorate Democracy Day.
Senate Leader Opeyemi Bamidele reportedly revealed this in a Tuesday interview.
The proposed bill, he said, aims to “institutionalize” a national speech on June 12, a date he said has great historical and democratic significance for the nation.

“Given its historical significance, we hope to introduce a bill soon to institutionalize the President’s address on June 12,” Bamidele stated.

He went on to say that the law would make it mandatory for the President to speak at a joint session of the National Assembly on Democracy Day, thus increasing the day’s symbolic significance in Nigeria’s democratic development.

Moving to the National Assembly: An Opening Ceremony

In a major step that would change Nigeria’s democratic customs, the bill also suggests moving the swearing-in event for the president to the National Assembly Complex.

Bamidele said, “We hope that the bill will guarantee that the swearing-in ceremony of the next President and Commander-in-Chief of Nigeria, who we believe is President Bola Ahmed Tinubu, will take place within the National Assembly’s lobby.”

Should the law be approved, the inauguration would officially move from Eagle Square in Abuja to a legislative building, further incorporating the country’s democratic institutions with ceremonial customs.

Constitutional Reform and Extension of Budget Implementation
It is anticipated that the same proposal will deal with fiscal issues, particularly the extension of the national budget’s capital expenditure component for 2024.

“We need to get down and evaluate how well the 2024 budget is being implemented. Bamidele clarified, “We will continue to extend the capital expenditure timeline while making sure that the 2025 budget is fully implemented.”

In addition to providing information on current constitutional modifications, Bamidele served as the Vice Chairman of the Constitution Review Committee.

Although he acknowledged the delays, he promised that public hearings would start at the zonal level and end with a joint session where the Senate and House of Representatives would collaborate.

Nearly 70% of the work has been completed before going public. He stated, “We plan to finish the constitutional amendment process before the end of the third legislative year.”

A National Symbol of the Democratic Struggle, June 12
Since the annulled 1993 presidential election, which was largely seen as Moshood Kashimawo Olawale Abiola’s victory, June 12 has evolved into a national day of reflection.

The cancellation of the election led to massive demonstrations and is frequently cited as the catalyst for Nigeria’s shift to civilian governance.

Former President Muhammadu Buhari recognized Abiola and the democratic values he embodied by formally designating June 12 as Nigeria’s Democracy Day in 2018, replacing May 29.

Ibrahim Babangida, a former military leader, gave the story a new angle in his biography published in February 2025 when he finally acknowledged that Abiola had won the 1993 election.
