Due to what he described as poor quality work and the near collapse of the Port Harcourt-Aba Road, Works Minister Dave Umahi has ordered the China Civil Engineering Construction Corporation (CCECC) to be given a 14-day notice of termination.
Umahi bemoaned the 43-kilometer dual carriageway’s worsening condition while speaking at a federal road project inspection in Rivers State. He accused the contractor of ignoring engineering requirements in spite of numerous warnings.
“We are at the CCECC-built Aba route that leads to Port Harcourt, and it is about to collapse completely,” he stated.
“We have been contributing money to finish one carriageway since we joined the team, and this job was inherited.”
According to the minister, in order to increase durability, the ministry and CCECC decided to use asphalt on the main carriageway and concrete on the shoulders.
He said that by installing binder courses over extended lengths without finishing the shoulders or putting the final wear coat—a shortcut that had already failed on parts finished two years prior—the company disregarded the regulations.
Umahi threatened that CCECC would be subject to penalties, including the termination of all of their contracts across the country, if they did not replace and mill out the faulty binder.
Umahi declared that the ministry will de-scope the Port Harcourt-bound lane from CCECC’s contract and transfer it to qualified indigenous contractors who can do high-quality work, citing more than 20 formal warnings.
He declared, “I will give the Ministry instructions to look for highly qualified local contractors to manage the Port Harcourt-bound lane.”
According to reports, Umahi also emphasized that the government will not put up with sabotage of President Bola Ahmed Tinubu’s infrastructure renewal plan and stated that the ministry will make all correspondence with CCECC public in order to show transparency and protect public funds.
He gave the Federal Controller of Works in Rivers State instructions to deliver the official notice of termination to the main office of CCECC by Wednesday, along with all recorded warnings.
