The United States government is set to permanently implement a visa bond programme that could require travellers from about 50 countries, the majority of them in Africa, to pay security bonds of up to 20,000 U.S. dollars before being issued certain non-immigrant visas.

According to a notice released by the U.S. Department of State on Friday, the policy applies to applicants seeking B1 and B2 visas, which are commonly issued for business trips, tourism, and short-term visits. Under the new rule, consular officers will have the authority to determine whether an applicant must pay a refundable bond as a condition for obtaining a visa.

The State Department explained that the decision follows the success of the 2025 Visa Bond Pilot Programme, which was jointly administered by the Department of State, the Department of Homeland Security, and the Department of the Treasury. Officials said the pilot generated enough evidence to show that visa bonds are an effective way to encourage compliance with U.S. immigration laws and reduce cases of visa overstays.

The revised programme increases the maximum bond amount from 15,000 dollars to 20,000 dollars while eliminating the previous minimum bond option of 5,000 dollars. Under the pilot scheme, applicants could be required to post bonds of 5,000, 10,000, or 15,000 dollars depending on their circumstances. The updated policy will now allow only higher bond amounts, with consular officers exercising discretion based on individual applications.

The regulation is scheduled to take effect on August 3, the same day it will be officially published in the Federal Register. Reports indicate that around 30 of the approximately 50 countries affected by the programme are located in Africa.

U.S. authorities maintain that the policy is aimed at reducing visa overstays and ensuring greater compliance with immigration regulations. However, immigration advocates have criticised the move, arguing that the significantly higher financial requirement could discourage genuine travellers, business people, students, and tourists from visiting the United States.

The visa bond programme is the latest in a series of immigration measures introduced under President Donald Trump’s administration. In recent months, the administration has increased application fees for several visa categories and expanded social media screening for visa applicants and certain immigrants already residing in the United States as part of broader efforts to strengthen immigration enforcement.
